thank you for being so interested in my blog! The Azure VPN Gateway has 99.95% availability for all SKUs excluding Basic based on their documentation: https://azure.microsoft.com/en-us/support/legal/sla/vpn-gateway/v1_4/
In addition, you can use an Active-Active architecture described in this document:
